How do I make a dress that looks like?

I have no sewing experience although my mother does. My questions are:
- Is rayon material expensive?
- How much of it would I need – my size is typically a medium
- Is the material in the middle different… looks almost elastic like… what do you suggest I use for this part?
- Can I formulate this into a halter dress?
- I’m not purchasing a pattern, is it very difficult to make a pattern for a dress like this
- How long would this project take from start to finish?
- Could I wear this with a mini long sleeve cardigan and leggings?

Reason I’m making this dress is b/c I live in Canada, and can’t travel to USA by the time I need this dress… which is a week from tomorrow.
i don’t know, the bodice looks complicated on that dress. I would just go to a fabric store and pick out a dress pattern and the material in the store instead of trying to pick stuff on line. you’ll find something nice there.
