Parts Kenmore Dishwasher

Kenmore dishwasher! Soap cakes on all parts, some places 3/4 inch thick. Can anyone help me find the problem?
Why does the soap cake on everything in the washer? Had the repair man down many times. NO HELP . I took the panel off the door and soap was caked inside . I am nervous about taking apart the washer arm assembly, but it has to be done. What is wrong and how do i repair this? I use cascade powder. The right amount. This is soap not from hard water. My water is more than hot enough.
With an empty dishwasher, put white vinegar and baking soda in the dispenser cup and run it part of the way through, then open and use an old toothbrush to scrub around all of the parts, and finish the wash cycle but not the dry cycle.
